Forever 21 is a hit or miss for me, and I agree that a lot of their items are overpriced and I'll add a lot of it is bad bad bad quality. I LOVE stores like TJ Maxx, Marshall's and Ross. Especially Marshall's, but they have been going up in price. I remember a few years ago most of their tops were $9.99 with the really detailed ones being $12.99. Now it seems like everything is $14.99-$16.99. Charlotte Russe is another one of my favorites. I've been in Delia's a few times and I think they are really overpriced, all though I got the cutest pair of neon pink skinnies on the clearance rack for $9.99 once!
I also really like mall boutiques. There's a few in my mall such as Papaya, Coco Mari and Modeline that sell club dresses/outfits as well as trendy weekend clothes.
