These look really similar to "Litas" by Jeffrey Campbell. I own two pairs, one like that with a brown heel and others are black suede with silver spikes. They are kind of pricey, but a total investment. You can also buy "knock offs" or replicas, Charlotte Russe has a lot of them!

Platform boots don't have a gap between heel and toe! So litas.

Litas. but you can find a vast selection of off brand "Cuban heel platform booties" for half the price Jeffrey Campbells go for.
