Well your hair is going to grow naturally on its own, how you take care of it is going to determine how healthy and strong it is.
Drink lots of water, deep condition A LOT, like three times a week if you can, and buy some sulphate free shampoos and conditioners, your hair will love you more. Also do a hot oil treatment on your hair. That should help a lot. Now if the damage is at your end then you don't have to cut your hair, but I know if my ends are splitting or damaged I do and my hair feels a thousand times better immediately.
