Can I get curls like this with a perm?

I wanted to know if I could get curls like this with a perm or how else , but I would really want it to be semi temporary. My hair is naturally straight on top and wavy from middle to bottom if that helps.

No you will not get perfect curls like if you used a hot tool. They use perm rods or rollers to do it and it comes out either tousled or ultra curly depending on your length and the size of the perm rod or roller

Perming your hair is too damaging if you want curls like your first picture just curl it with either a straightener or curling wand or curling rollers don't risk causing slot of damage to your hair you will regret it in the long run
