Well :/ it's extremely hard to tell what makeup someone is using just by looking at a photo, especially one from a magazine.
I can tell you one thing, she looks fresh & glowing because she is photoshopped. no makeup can make you look exactly like a girl in a magazine because, well, not even that girl looks like that. I use UD Naked Skin foundation & it gives really good coverage & makes my skin look great. you can go to a place like Sephora or Ultra & ask them what products they sell that help make your skin look glowy/dewy.
for the eyeliner, I can barely see it in the photo, but basically you line your lashes, not your waterline, & then blur it out so it fades into the skin instead of just being a line. you can also use a blue eyeshadow to achieve this look.
all-in-all tho, this girl has been photoshopped & that's how she looks how she looks.

I can tell that she's wearing a light foundation with blush and bronzer.
I can also see that on her eyes she is wearing a dark eyeliner on her upper lash line and lower water line. She has rose-gold eyeshadow on her top lids and below her lower lash line she has blue eyeshadow that gradually gets lighter as it gets closer to the inner corners of her eyes. She also filled in her eye brows.
Her lip color is very light and glossy. I'd use a sheer lipstick (something along the lines of reckon lip butter/ Maybeline color whispers)
As for setting powder, I can't tell what she's wearing, but if this photo had not been taken from a magazine (that uses photoshop to enhance their models) I'd say she's wearing an illuminating powder on the high points of her face.
