Developer volume depends on how much you want to lighten your hair a 20 is the lowest and won't lighten much 40 is highest and will lighten your hair a lot but also damage it a lot. you can get box dyes that don't need it but if you get dye from Sallys most likely you will need to use a developer.

Without developer, ammonia or similar ingredients you won't get a permanent color.
