Pencil- if you have really sparse/almost no brows (like myself) You don't even have a foundation to build the shape upon
Shadow- if you have brows already but just need to fill them in a bit

Use a pencil then powder. If your skin is oily like mine, use a brown waterproof gel liner and apply it with a light hand to fill in your brows as a base. It's what I do, and it lasts all day.

Anastasia brow wiz. It's a soft pencil. So easy to use, very smooth application. Pencils seem to stay longer than shadows, at least for me.

I feel like you can find better color matches with powder shadows however this is beat used for filling in smaller areas. For brows which need more help pencil is better. good luck!

I love Anastasia's eyebrow product line. I use the duo color eyebrow shadow palette. It's phenomenal! A lighter shade for the inner corner and darker shade for the outer corners. Good luck!

I've recently switched up my eyebrow routine. I use a brown liquid liner to extend the "tail" of my brows, and fill the arch in with dark brown eyebrow gel. I fill the front of the brows in with a light brown shadow in short quick bursts. I use an stiff angled brush to do all of this.

I use Tarte brow mousse and it is so easy to blend and is waterproof but washes off very easily when you take your makeup off.
