Genetics play a major role here, your hair is meant to grow up to a certain length before falling off ( like how some people have shorter lashes than others)... So if super long hair doesn't run in the family, don't get so bummed out if your hair stays at a certain length.
To help you out here.. Two common answers on BL have been to use Mane n' Tail and Biotin. You should avoid these, however.
Mane n' tail shampoo/conditioner is not PH balanced for human hair or scalp, over time it begins to dry out your hair and make it brittle ( Scientifically, and speaking from personal experience with this one. ) And like I said, it's been proven that you cannot make your hair grow faster unless you modify genetics.
Do NOT Take Biotin, especially without consulting a doctor. Biotin is initially meant for those who have a biotin deficiency or a related illness. Taking biotin is not needed as you get enough from your own intake of food.
Biotin can also yield nasty side effects, many girls ( some on here ) failed to yield the warning and ended up with high fever, vomiting throughout the day, mild to severe acne.. some as odd as getting acne on your legs. Biotin is also NOT approved by the FDA. You can always look up 'Foods rich in Biotin' so you have a healthy intake of Biotin that will not yield nasty side effects.
Following a healthy diet is essential for hair growth. Take proteins into consideration, such as keratin which makes up most of your hair.
Your body needs to produce more amino acids to increase hair growth. Proteins can come from eggs, nuts, beans, fish, etc.
Check with your doctor to make sure you don't have any deficiencies. Iron and zinc play a big component in hair growth as well as nail growth. Cereal, breads, pastas, have a healthy level of iron and zinc.
Make sure you take enough vitamin C as well ( Lack of such vitamin can cause dry, dull, and weakened hair... Citrus fruits, strawberries, guava, broccoli, kale, peppers, etc.have a good amount of Vitamin C. )
Consume healthy fats such as unsaturated fats and fatty acids such as omega-3's. Fats are indispensable to hair growth.
Exercising, scalp massages, and avoiding stress. Exercising allows blood to flow to your head, and massaging your hair stimulates new hair growth ( for at least 5 minutes when you wash your hair or apply a product, massage your scalp. )
Stress causes hair to fall out so avoid stress if you can.
Hair masks and treatments are a must. Stick to treatments involving Coconut oil. Coconut Oil stimulates hair growth because it penetrates deep into your hair follicles ( and is considered protein. )
Oils work great for hair, for maximum benefits heat them up indirectly. ( Heat up a cup of water in your microwave for two minutes, and in a separate enclosed container with your hair masks, place it in the cup of water to heat it indirectly. )
Avoid heat if you can.
You don't need to get a haircut every x number of months, that just causes it to stay at the same length.
Get a cut if you really need to ( dead ends ), cutting hair won't just randomly make it grow twice as fast.
You can wash your hair everyday, it's shampooing you want to stray from because it's very stripping. Shampoo your scalp ONLY.
Don't rinse out all of your conditioner. This helps immensely and when you wash your hair again it will be de-tangled. Stick to moisturizing your hair 100%.
Try to brush your hair outside of the shower with a wide tooth comb.
If you have any questions - feel free to contact me. I am in the process of growing out my hair and the above has really helped me. I have a few in progress photos on my profile if you'd like to check them out.
This would be my progress within two months of following all of the above.
& Good luck with your hair!

1. Eat plenty of fruits and veggies and drink a lot of water during the day.
2. Trim the ends off your hair every 1-2 months.
3. I know it's hard for most girls but really try and avoid any heat tools, and if you're using any make sure to use a heat protectant.
4. What I find really helped my hair to grow was applying a small amount of Argan oil to the ends of my hair after you get a shower.
5. Once a week or so I make a mixture of Argan oil, coconut oil, olive oil, mayonnaise and an egg (protein) and rub it all over my hair and wrap it in a towel and leave it in for around 6-7 hours (you could sleep with it in either) and wash it out after. This reeeeally helps my hair.
6. Make sure your shampoo is paraben, sulfate and colourant free as these all dry out the hair shaft.
I hope that helped :) if you've any questions feel free to ask, I've also heard that foods rich in zinc help also.

@Chloe trimming your hair that often is absolutely unnecessary. It will simply keep the hair at the same length. The only time hair should be cut is if it is damaged and contains split ends - or if she wants a new hair style.
It's already been proven that hair trims do not randomly increase hair growth.
To trim split ends you can simply braid your hair into 4 parts, and split ends will stick out from the braid. You can take a scissor and snip them off without shortening your hair.

You could try sulfate free shampoo :)

@Kitty K. Depending on what her hair condition is now, it might be necessary. The hair will dry out at the ends and need to be trimmed monthly unless you are putting oil on them almost daily to substitute for lack of oil from your scalp. Trims are necessary, I see it all the time and if the hair is broken too far up the shaft it will take a few months of trims to correct it without cutting it all off. I also wouldn't reccomend trying to cut your own hair. This usually ends in tears when you get carried away or take too much off or don't do it properly and make a mess of it. I fix this all the time. (I'm a hairdresser)

@Catherine I highly doubt it or my hair would be broken off no? Actually I asked my hair dresser about split ends and no it's not necessary to cut your hair if its already fine. Especially once a month is too often.. Sea trying to grow it out not maintain length. He already advised me that cutting it like that would keep it that same length anyways as something he tells people to get money. And if cutting hair causes it to grow twice as fast I'd be repunzel by now.
Like I said... If hair is damaged cut it off.. No one wants long damaged hair.
If she takes care like I said... She won't need to go every four weeks only to maintain its length.
And like I said the braided technique does not alter your hair length like you suggest. Cutting off a split end from three or four strands of hair will not alter hair length.
A hair cut will, and a hair cut does not target all split ends and hair continues to split upwards.

Make sure your iron levels are good! Give your scalp a massage every day for 10 minutes and flip your head upside down for about 2 minutes to get the blood circulating around the follicles. Healthy, nourishing hair masks, are a must, I use one called pro naturals Moroccan argan oil hair mask, it’s very moisturizing and it makes your hair really healthy. Also, get regular trims to prevent split ends and encourage healthy growth.
