Or exfoliate with an old toothbrush. I do this every morning and then put Vasoline (the lip formula) on them and then some lipstick if I want.

I'd recommend the elf lip exfoliator for $3, it's awesome! It's like the sugar lip scrub the girls mentioned above, but in a stick form. It has Vit E, Jojoba & other nourishing oils. You just kind of scrub your clean lips with it in circular motions and it exfoliates all the dead skin cells off, you wipe off lips, then apply a lip balm to protect.(eos balms are my fav) It really works, it's fast, easy, cheap and portable. This helps me I get the Nivea lip butter. Slap it on your lips before you go to bed and you got soft lips in the morning!
