White eye liner on your waterline. Highlight your tear duct with white shimmery highlighter. Curl your lashes and add mascara. (I love Falsies by Maybeline) smudge some black liner on your lower lash line and BOOM! You got beautiful big eyes with the magic of makeup!

A simple cat eye with mascara and a red lip. But also a rose gold liner if white is too bright. Darker eyeshadow tends to make blue eyes pop more too.
