how can I get a bright bright bright lip color?

Mac sells a great lip primer, Helps with color enhancement and fading. Key to a bright lip is to layer. Primer, lipliner and color with a lip brush and then apply from tube. Rimmel, Maybeline and MAC all have amazing lipcolors but you could easily experiment with less expensive brands and get the same outcome. Its all about application.

Check out OCC Lip Tars! The colors are insanely bright and last for hours!

thanks :) I'm working with some cheapo color workshop lipstick. its working. not as bright as I would like but ill check out occ

apply a primer to the lips also when I'm really lazy I just put makeup over my lips; )

Concealer or lip primers work well. Exfoliate lips, prime, lip liner, lip balm, then lip stick.

Definetly suggest investing in some good quality lipsticks if that's what you're looking for.
