I agree with Taylor I do the same thing except I prep my hair with a curl enhancing mouse and it makes a HUGE difference.

I curl a strand and then twist the hair by the ends. I leave them twisted until I finish curling the rest of my hair. Then I run my fingers through them and it looks just like the photo you posted.
