I think it's just down to preference and how much moisture you need. BB creams are moisturising anyway, so very oil skin could just use it as a 2-in-1 moisture and make up.

Bb cream doesn't need moisterizer just go straight for the bb cream.

It depends on your skin, like everyone else has said. I usually just spot moisturize (just the dry spots on my face, not the oily parts like my nose or chin), then I go in with my BB cream, which is also moisturizing. It just helps give extra moisture to the parts of my face that need it :)
