I used to have this issue I draw my line on my lash line so even if it gets a little thick its not that thick but to get a thin line if using jel wet the brush and draw a couple lines on my hand until its right then I go for it, you could get a pencil and outline it then go for it with the eyeliner you actually want to use.

If you make the line too thick just get a cotton swab dip it in makeup remover and thin the line down. Works great!

Liquid eyeliner will give you the thin line you are looking for, but it definitely takes practice
