Um, probably a curling wand/ curling iron. You just have to wrap your hair around it for a few seconds and it creates those curls.

I really like your eyes and your hair. For eyeshadow I was going to suggest a light brown color. I know the Hard Candy top ten eyeshadow palette in naturally gorgeous has lots of light browns and golds, but if you want to do a smokey look they have some for that too.
