It looks like dry skin flaked off. add neosporin (tripple antibiotic cream) with a qtip to the eye. And try to use a nightcream before you sleep to prevent it from happening

Could simply be a scratch from yourself while sleeping. Or even a little bruised tissue or burst blood vessel. Should go away itself, if not worry then an see a dermatologist

For now just cover it with some kind of foundation or concealer (btw your eyes are realllllyy pretty :))

Don't cover it up! that can make it worse I don't suggest getting makeup in it.

It's a burst blood vessel. I get them all the time on my forehead. It's from sleeping with to much pressure on that spot. It's like a bruise. I went to the dermatologist for it. She said there nothing to do but to sleep on my back and it could prevent them from happening in other places. But it's fine to put makeup over it. It's not a tear in the outer layer of the skin so it's not going to infect anything.
