I found that 99%alcohol works perfecly fine with my makeup. I just buy those empty spray bottles and put the alcohol in there.

I mix 70% isopropyl alcohol and water in a 3/2 ratio in a spray bottle. Spray on pressed powders, lipsticks, pencils... Then it evaporates and you take a tissue and gently wipe the top off (or sharpen the pencils with a sanitary sharpener). I usually follow that with another spritz that I let evaporate just to be safe. Doesn't waste product, costs about $0.75, and sanitizes makeup. No frills, no gimmicks.
The only products that can't be sanitized are creams, tubes, and gels.
