Maybe pick up a primer for face and eye. Elf has both the eye one is only a dollar and the face primer is $6. Maybe look into a powder if you have oily skin and an eyelash curler.

The colorstay eyeliner smudged like crazy on me even when I used an eye primer, but if you don't have oily lids like I do you should be good!
