When I but just cc cream on my face get oily but if I but powder on top of it I get more coverage than I want.

Get a loose translucent powder, those have no coverage but still absorb oil. I think NYC's Loose Translucent powder is actually awesome, and it's only $3. Or shell out for Laura Mercier. Both are awesome at oil control but don't add any coverage bc they're translucent.
