Cold water. its better if you want to prevent breakouts too :)
bcoz I have oily skin and sometimes it gets red, so the water cools and releives the skin.

Warm water is better to rinse/wash your face before cleansing it, like with acne medicine, bc it opens your pores so you can get the dirt out and let your medicine cleanse deeper. Rinsing your face off after cleansing your face or if you aren't cleansing your face, you should use cold water to minimize your pores so dirt can't get in.

I start with warm to open my pores then I wash my face then I rinse off with cold to close my pores.

Get your water hot hot hot, then put a cloth under the water and strain the water from the towel. Place the hot towel on your face and keep it there till it gets cold. Wash your face and rinse with cold water so your skin can tighten.

Warm water softens your pores so you can get the dirt an oil out cold water hardens them back never use water that is to hot or to cold
