Well first you must make sure your eyebrows are very clean it really makes a difference and wear white on the inner corner and both blue and purple eyeliner/eyeshadow look very good on brown eyes.

I agree with Lisa, I also have brown eyes and recently I've started wearing blue eyeshadow and even blue eyeliner, it really helps! :)

I actually use black eyeliner only under my bottom lashes as close to the water lines as possible but not on it. Then a little swipe of mascara on the the top and bottom and my eyes look huge.
