I think it looks very cute :) but in my opinion just don't start over doing the eyeliner because I have done that and started to notice that I looked like a ghost without it so I stuck to simple eyeliner on my top lid only on special occasions :)

I think you should definitely do eyeliner. if you want you can add a small upward wing at the end and it will make your eyes pop more. coloring in your eyebrows also makes you want to look at the eyes. although blond is a hard color to find at stores so maybe you should try ulta or sephora to try some out.:)
