Hey guys! I know this is a really stupid question but what is toner? Like what does it do and when do you use it?

A toner pulls out any excess dirt and oil from your skin. its useful for oily or acne prone skin. it can be used after the face has been washed, after a work out, before bed, or before a make up application. There are formulas that have alcohol and those that don't. I hope this helped answer your question.
