Tinted moisturizer is better for the summer because it's lighter and most have SPF to protect your skin and it allows your skin to breath. Foundation usually contains more pigment so it's heavier coverage than a tinted moisturizer and comes in various different finishes (matte, dewy, satin, so forth). Tinted moisturizer is usually a dewy or satin finish.

It also depends on your skin type. I have oily-combination skin, so when I tried a tinted moisturizer, it left me looking oily throughout the day

Well I have really oily skin and I live in a very humid place so I prefered to were tinted moisturizer during the because is lighter, protects me from the sun and allows my skin to breath
