I can't seem to find good eye shadow ideas for green gray eyes or a light enough shade of concealer, any ideas? I'm as pale as Bella from twilight.

Buy a concealer/highlighter, they're meant to be lighter than normal. Also, purple and charcoal are good colors for your eye color. If your eyes are more gray on a given day, lean toward a lighter color of colors that look good on green eyes, like instead of purple, use lavender. Mocha browns and neutrals look good.

Hard Candy Glamoflauge has the perfect shades for fair skinned girls! I have a friend with very pale skin and the 'light' shade works perfect!

For shadow, try light brown and gold, nothing black/too dark, it'll look too stark against your fair skin. :)

Umm Maybeline is supposed to have nice pale concealors.
