Try to use a different brand, Wet and wild gel liner is great for under eye it comes on smooth Just just a different brush for the bottom lid, it'll last longer than pencil long wear wise and it'll save you Money.

Use setting powder under your eyes, specifically on lower lash line. Oil builds throughout the day and causes eyeliner/mascara to run. This happened to me all the time and since I've added some powder under my eyes it's stopped.

You should try a waterproof eyeliner...then when your ready to take it off use an eye makeup remover
