So, when I apply any eyeliner other than the most "nonsmudge" like Kat Von D's, I get transfer to my lid in the fold. Any ideas? I use a primer. Covering the liner with powder shadow seems to make it work. I have hooded lids, so I imagine that's part of the issue.

I would try creating a smaller line closer to your lash line. Do you use pencil or liquid?

What primer do you use? I also have hooded lids I use too faced insurance eye primer and I also use a face primer from Sephora collections its the matte anti shine base zero face primer I also put on my eyelids it helps with staying power and oily skin so I used on my eyelids on hot days to help prevent smudge.
