I have the same problem , I was always trying to make them look bigger , I wouldn't put eyeliner on the top of my eyelid , and instead of liner my waterline , I would line jut a little underneath it and line my waterline with white eyeliner , also highlighting underneath your brows works. :)

Rimmel makes a great white and nude pencil for the waterline. Nude will look more natural but it still works. :) don't do your top liner too thick!
