There's tutorials on the makeupGeek web-sight for small eyes , use a white / nude eyeliner on your lower lash line to make your eyes look bigger and black eyeliner on your upper lash line for thicker looking lashes , contour the eyelids and use a highlighter on the inner corners of your eyes, under your eyebrows and on your cheek bones to make the pop :)

Dark colors will make them appear smaller. light and nudes in your lid area.

The light colors on waterlines tend to open up your eyes. Try to avoid black all over too. It tends to make your eyes smaller. If you want to be able to wear black on the waterline you can always "cheat" it by doing the white first and then apply some khol or kajal just right under it where are your bottom lashes. Don't do it from both corner of your eyes just half way!
