I don't know if it's what you mean but I've used rags to curl my hair before and toilet tissue? The curls come out very tight and don't drop out easily. I liked the curls better after they had a day to drop out a bit :)

I've done wet set pin curls before and they were awesome. Had mega staying power in my super fine, super thick hair.
