Vaseline is great short term but when used over a long period it actually dries lips out more, just be careful! x

Scrub the dead skin off with a wet toothbrush. then use a hydrating lip balm or chapstick.

I would not recommend Baby Lips because it's one of those lip balms that actually make your lips worse if you don't constantly apply it. (Even though I use it! :() Try exfoliating your lips with a lip scrub. You can find these at Drugstores or Ulta. Then apply Vaseline on them before bed and when you wake up they should feel very soft! Then you can apply some sort of lip treatment. like a rejuvenating and hydrating lip balm from Burt's Bee's. (Ulta/Walgreens)
Try to refrain from licking them also.

Exfoliate your lip's with a honey and sugar stub. Vivian is correct, Dr Oz had a show on lip balms and said the best thing to use is organic coconut oil.

In Australia we have a serious miracle-worked called Lucas' paw-paw cream. Not sure where you can get your hands on it internationally but it heals dry lips like magic!
