I know you said no eye shadows, but have you tried Tako from Sugarpill? It is a very pigmented white shadow and comes in a slightly larger pan than most.

Sarah that's a bummer maybe it's discontinued I can't stand when that happens but I seen they're selling it on Ebay.It's very white set in white you can wear it as so or try and lighten it.

I use the highlight and contour duo from NYX. It's matte white. Haven't the foggiest if they do then as separates though x

I think model co one is heavier then MUFE powder because it also reminds me of original heavy powders before everything like ingredients started to change in makeup.I'm not sure if you get what I'm saying but hope it helps.

Here is a white cream highlighter from Ben Nye that is matte. It is a little thick though, so might take some extra blending and a light hand: http://camerareadycosmetics.com/products/ben-nye-creme-highlight.html
Graftobian makes a theatrical cream foundation that comes in a couple shades of matte white; again this will be thick and might need extra blending: http://camerareadycosmetics.com/products/graftobian-creme-foundation-theatrical.html
On the plus side, both of those can be blended a little more easily with heat, and because only a little bit at a time is used they would last quite a long time.
