I am sure I've seen a beauty YouTuber do this. Is this an effective technique?

I use a bb cream as a primer to give extra coverage... So I think it'd be okay... Just try it out , if it doesn't work out don't use it!

I've tried it I didn't like it all that much because the tinted moisturizer is really Dewey and makes me feel like I have been in the sun all day with oily skin

I've done it before and liked it... but as Katt said, if your bb cream is dewey or kinda oilyish, itll look bad. I use maybelline bb cream as primer, but wouldnt use revlon photoready or garnier bb.
