Urban decay is the best but ELF is very comparable and with the price difference so extreme I'd go with ELF. It gets the job done and is only $3.

I just bought the new fergie eye primer by Wet n Wild and it holds surprisingly well, I use it now over any high end brand even my urban decay cause it makes my shadow not crease and stay in place all day and it was only $4!! try it girls its really good :-) For my face I use the Lorac water based primer for sensitive skin since silicone breaks me out and I really like it and doesn't break me out.
