You use it to highlight the high points of the face (cheekbones, nosebridge) to make it catch the light next to contour, this creates light and shadows. :) it's either a powder like blush or liquid and you use either fingers or a fan brush :)

TheBalm makes amazing highlighting powder, Benefit makes a famous liquid one. They are $20-$30 so quite pricey!

If you want a cheaper one then try Wet n Wild or Hard Candy Baked in the shade Tiki. :)

I agree with Vanessa W, I love highlighting because it gives you such a great glow and makes your makeup even more flawless; some good brands are NARs, Wet n Wild, Mary Kay, and Benefit.
