Look at the inside of your forearms. See the veins there? If they look more blue, you're probably cool undertones. If you see green veins, you're warm. So, blue veins = cool skin, green veins = warm skin.

Also if you wear more or look better in silver jewelry your more cool. If you wear more gold then warm. If you look good in both your probably neutral.

There are different tones in the cool and warm scales. There are red and yellow and orange undertones on the warm side, while blues and some green undertones on the cool side. I have warm skin but I cannot wear all foundations. I can't wear any yellow bases because I look a bit sickly, nor can I wear orange based foundation. It's a bit more than just knowing the phrases cool and warm. The undertones are the colors or color that make up your complexion. Finding out those base colors is the ticket. Knowing that I have red based tones in my skin allows me to match my foundations and powders better.

Hi, I'm a cosmetologist! I've never heard of anyone using their arms to find their undertone before... Some people have a different undertone to their face then they do on the rest of their body so I don't see how that could be very accurate.
Your best bet is to go to any make up store and have it professionally checked out. They should have no problem doing this for you for free. And its best to go with little to no make up on which I'm sure you could imagine, will skew their opinion.
It can be really hard to self diagnose, but using natural light will help you find your undertone. Artificial lights will make your skin cooler usually.
