Um. Nearly all the naked shadows are shimmery.
You should get a palette from coastal scents! They're cheap and come in a variety of numbers and shades and textures, and they're lovely quality :)

Yes Naked Basics would definitely be the best way to go because it contains all neutral matte shades and is I believe only $27. You can find it at Ulta or Sephora :)
