No its a color close to your own skin color that you use to fade your crease in before you put your brow highlight on.

I kinda don't get it still...which one goes on first? The transition one, then highlight, then crease color? Do I use a transition color if I want to do bright colors?

Rebekah, I normally apply my crease color, then my highlight, then my transition to blend the two :) But you can apply them in whatever order works best for you! And yup I still use a transition color when working with brighter colors, it helps the color fade into your skins natural color so there's no harsh lines.

Ok, thank you guys for asking and answering this question cuz I just started hearing about this and seeing ppl using what they called a transition color and I was like, "What the..??" lol so yea, this helped a lot! thanks beauties!! <3.
