I have it. I bought the little sample size on clearance, and I'm glad I didn't pay full price.
I put a little bit on before my regular primer. It has a strange texture to it IMO, it's very velvety feeling and pretty thick. It does leave a matte finish, but I really don't see it "blurring" anything. Don't recommend it.

My mom loves it. Shes repurchased it about 4 times so I guess she likes it.. lol :)
