I used to make soaps and other things and if you look on a lot of the websites that supply the materials you can see what goes into make up and most of it you can buy from chemists etc.

You can make liquid liner, liquid eyeshadows, or liquid blush/bronzer with any loose pigment or breaking up any shadow/blush/bronzer/pigment and mixing it with Mac's fix+, Mac Pro Water Base Mixing medium, or any other makeup mixing medium or make you own! (I will give you the diy link below) Most people will use a mixing medium as a base to make colors more pigmented or hold on for long periods of time but if you mix the pigment with the liquid to the consistency you want thicker or thinner, it's fun for taking your favorite eyeshadow and turning it into a bright pretty liquid liner, or making your own blush/bronzers, or even highlights! Anyways, here's the link to make your own mixing medium: http://www.nerdygirlmakeup.com/2010/05/05/mixing-medium-and-how-to-make-your-own/
Here's a great video if you want to see someone make liquid liner from shadow! & she's also an amazing makeup artist!- she has some great looks and tips/tricks!: http://www.beautylish.com/v/yzgrnm/winged-yellow-spring-drugstore-makeup-completed-look
