Any black eyeliner pencil would probably work fine.
Especially since your hair is dark, penciled in brows always look AMAZING with dark hair and tan skin.
Just use a light hand, and move the pencil in tiny little strokes so it doesn't look like they're cartoon-ish.
I hope I helped! :)

I always just use a powder eyeshadow to fill in my brows, although mine are brown, so i feel that a waxy pencil shows up too much. You could always try a nice, matte eyeshadow and a small angled brush!

Lately I've been using the NYX Eyebrow Cake Powder in Black/Grey and I'm loving it because it's so ashy, no red tones at all. My tried and true colours are MAC Concrete and Omega.

Try MAC Impeccable Brow Pencil. I'm not sure of the shade range these days, but it's a wax based pencil so it holds the brows in place while depositing colour that STAYS PUT! I use the colour Taupe and set it with MAC Charcoal Brown e/s, I have medium brown hair with blonde sections. Previous to this hair colour (I had dark brown hair), I filled my brows darker with MAC Stud eyebrow pencil, but I found it didn't on as well as the MAC Impeccable Pencil.

I personally use powder and I use the smashbox brow tech trio in blonde/brunette which probably would not be what you're looking for since you have dark hair. MAC stud is a good dark pencil and Expresso eyeshadow is a good powder filler.
Generally brown brows on black hair looks the most natural but if you REALLY want to match your brows to your hair, Carbon is a good powder and any black eyeliner would work too.
