I would tease your hair and curl it to mimic her sea tentacles, since her actual hairstyle is pretty hard to do. :o
Definitely go with a blue to purple smokey eye, with winged either purple or black eyeliner. I'd draw in your eyebrows very dark, but thin and extremely angled. Don't forget her deep red lipstick!
And for a dress, I would definitely wear something with cleavage and a tight bodice, but with a flared skirt, maybe even a tutu. I think they'd recognize the character if you could find or recreate her gold seashell necklace. :)

-hair: put your hair up and pin it in a way that makes it look short. make it super sleek.
-makeup: go bold!! thick eyebrows and crazy contour/blush. go for a blue/green smokey eye with winged out eyeliner. purple vibrant lips. flawless pale skin.
this is my more realistic version of Ursula :P
