I have really chapped lips and love putting on lipstick but it looks yucky.

You should always exfoliate your lips once in a while then add Chapstick (I love eos) then add lipstick :)

It's when you remove layers of dry skin and you can do it by adding Chapstick to you lips first then get an old toothbrush and gently scrub your lips with it then add more Chapstick. Your lips will feel nice and smooth :)

I've also found using a q tip to scrub your lips with an exfoliating scrub like jaina said works wonders. Mine is made with brown sugar, honey, olive oil and cinnamon. Cinnamon works like a plumping agent as well ;)

Best thing is to drink more water. when your lips gets dry like that it means you're dehydrated. I also like using the green apple ChapStick or mint eos lip balm.

Put on a butt load of Vaseline/petroleum jelly on your lips and night...then wake up in the morning and scrub of the dry flakes with a toothbrush, or a wash cloth! Hope I helped:)

Make a sugar+honey+vaseline lip scrub and dip a toothbrush into it. Scrub it on your lips to shave off the dry bits. Then vaseline/lip butters! It'll be much better when you get the dry chapped skin off. :)

Blistex just came out with a new lip protectant and its amazing it has little beads that exfoliate your lips and it has sunscreen it's call moisture melt and it costs like 2 bucks I highly recommend it

Nivea or vaseline always moisturize your lips that way they feel a lot smoother and apply lip balm before lipstick.
