Well the thing is that the layers curl better because shorter hair weighs less which means curls more, but you may be doing a different technique and thats why the curls are different.

Yes, there are definitely different curl types. Cut curly hair in a ton of layers and its a nightmare to maintain. They tend to puff out. If you check out the website Naturally Curly you will be able to discover what your curl type is.

It has to do with the type of curl. For example I have more of a wave/curl to my hair that tends to frizz but my youngest has big defined curls that don't.
