She's only 11 so she shouldn't straighten it too much it will ruin her beautiful hair if she does that too much, so I suggest she get side bangs and part it less at the side :)

My cousin has hair just like that! I would suggest thinning it a bit but also taming the curls with some product. Curly hair is sometimes hard to deal with :p.

Pantene moisturizing conditioner was my holy grail in junior high. I had hair just like your sister; dry, poofy, and frizzy. I used it endlessly and over a couple years my hair became sleek and shiny, with no frizz :)
