My friends has dryness around the nose and I noticed that sometimes it peels what can I recommend her? and she doesn't wear makeup, lotion doesn't work for her.

Try oils as its oil that moisturizes. Natural oils don't clog pores like people think so if she has oily skin she can allow it to dry then blot off softly with a tissue. She can make her own DIY cream. I made my own using coconut oil and adding some drops of vitamin e or tea tree oil. It works amazing as I have that problem around my nose and corners of my mouth.

Tell her to exfoliate her skin it will get rid of the flaky skin then moisturize.

I have that problem, she shouldn't exfoliate too much maybe ones a week or it'll over flake
And she should wash her face with cold water not hot water or it'll dry her face out
If she doesn't wear makeup she can always use toner and a cotton pad to clean her face instead, it's less drying
What saved me completely was Rose Bud Salve, I got it at bath and body works but I'm sure you can get it at a drug store. Just apply that every day as often as possible and it'll go away quick
