Are you sure they are whiteheads? Could it be more of an allergic reaction since there are many and they are tiny? Any additional information like Stacyann says regarding what your current skincare regimen will also help. :)

I didn't even see this hunny! It sounds like what you're describing is called Milia, which is in fact whiteheads basically. You need to exfoliate atleast 2 times a week to slough off the dead skin cells. Use a cleanser once a day as well. What's your skin type?

Millia is usually just found around the delicate areas of the face, and it sounds like you're using a very gentle regimen so I think it is safe to assume it is just tiny whiteheads. Since you mentioned you have larger pores it may just be that the cetaphil you are using is not deep cleaning enough. If your skin is sensitive, try using the clairisonic brush with the cetaphil or using a deep cleansing mask once or twice a week. I've just tried the Glam Glow mask and while the tingle was a little more intense than I would have liked, it did do the job and I didn't have any residual effects with my own skin's sensitivity level. I had small blackheads come out I could never even see with a magnifying mirror it was awesome (in a gross way but whatever haha). There's also the Bliss Steep Clean 15 Minute Facial which is great for all skin types. I believe it's the same formulations they use in the bliss spas. Here's links to both of them:

The other option I would include with Alicia's is getting another cleanser, like Burt's Bees deep cleansing creme, and alternate between them every few days/week. I find that helps remove anything the other might have missed. The clarisonic will help immensely, I love mine.

Just look for a good face scrub and exfoliate! Clarisonic is a good one too, it helps remove the gunk in the face that simple exfoliating can't remove, or just simply buy a face brush and use it with your cleanser. :)
