I have the constant little red bumps all over my upper arms and I don't think they're acne...any ideas?

Welcome to my world! What I have is keratosis pilaris, is a genetic condition where keratin builds up and blocks hair from growing, lucky you that you have it on your upper arms, my entire arms are covered in those little pesky red bumps. Sadly, I haven't come across a good "cure" or treatment yet, but I'm still looking :P

If its not ^. Try exfoliating I use to get bumps on the back of my thighs when I was younger and exfoliating helped get rid of them.

I have keratosis pilaris too. I use ProKera body moisturizer on my upper arms ever day and it makes it a thousand times better.
