MAC pro card help?!

Okay, so I'm trying to find out more about the pro card before I apply, I know I can get one coz I'm a make up artist, but there are NO mac stores near me, only mac counters, and your not aloud to use your 40% discount on the counters or online in the UK!

But can I use my pro card discount if I order over the phone? Pleaseeee help because I'm really confused

On the mac website it says only people in the US or Canada can use their pro card online, I'm in the uk :/

That's annoying. I'm curious to find out where you can buy it from as well!.. I'm in the states.. so I'm not sure about UK.
