You could take it literally and dress up like a baby or a little kid. In marching band we had throwback Thursday and one guy wore a diaper. Now, I wouldn't suggest that, but a little-girl-like dress would be cute.

I personally love retro stuff. You could look to modcloth for inspiration. They have this one dress call soda shop sweetie or something like that that I love and would totally wear for a throwback Thursday
